Philip B. Jones, Executive Director
A native of Spokane, Washington, Phil served two terms on the Washington Utilities and Transportation Commission (UTC) from 2005 to 2017 after being appointed by Governor Chris Gregoire. During his tenure, Commissioner Jones sat on the Board of Directors of the National Association of Regulatory Utility Commissioners (NARUC) and served as NARUC President from 2012-2013. As a commissioner Mr. Jones was an early and enthusiastic advocate for transportation electrification and emerging technologies, establishing himself as a national thought leader and advocate for the sector.
Elizabeth Turnbull, Director of Policy & Regulatory Affairs
Elizabeth has over a decade of experience in transportation electrification and utility program work, dating back to 2010 when she first caught the EV bug. She has led TE programs, regulatory engagement and TE portfolio development at PG&E and Portland General Electric, as well as at third-party program implementer Franklin Energy. She lives in Portland, Oregon.
Wesley Holmes, Director of Communications & Member Engagement
Wesley has worked in clean energy advocacy, public policy, and communications strategy for over fifteen years. A native of Atlanta, Georgia, he has extensive experience in nonprofit leadership as well as facilitating state, regional, and national collaboratives to shape energy policy from his time with the Southeast Energy Efficiency Alliance. As a marketing and communications consultant, he advises utilities, technology companies and state agencies on strategies to grow clean energy markets.
Bruce Edelston, Senior Advisor
Bruce is the founder of the Energy Policy Group, where he provides technical and policy advice to utilities, law firms, energy companies, and government agencies. He retired from Southern Company as Vice President of Energy Policy after serving in several Director roles within Southern Company and Georgia Power over his 22-year career. Before that Bruce spent 14 years with Edison Electric Institute where he was involved in legislative and regulatory initiatives involving transmission access, industry structure, markets, and state regulatory policy.
Michael I. Krauthamer, Senior Advisor
Michael is Managing Director of EV Advisors, LLC advising a range of clients including electric utilities, state and local governments, fleet operators, and multifamily and commercial landlords. A former executive with EVgo, he built out and ran the company’s EV charging network in the Mid-Atlantic region. Michael’s prior roles include public service at the Federal Energy Regulatory Commission, the Maryland Public Service Commission, and the U.S. Department of Justice.
